Senate Blocks Buffett Rule 30% Tax Floor on Top Earners

Since when did a legislative body “block” something by approving it, 51 votes to 45?

Oh, right, since it’s the US Senate.

Better headline might have been “Senate Republicans block vote on Buffett rule”?
